Jose Mogartoff

Jose Mogartoff has more than 24 years experience in the international insurance market primarily in the Property, Energy and Engineering line of businesses. Jose’s current position at Zurich North America is the Head of Energy Claims for North America and joined Zurich NA in July 2012. In addition to managing the ZNA Energy claims group, Jose provides technical support and management for large Energy claims in Latin America. Jose’s past claims handling and management experience includes a Global Energy leadership role with Liberty International (LIU) and formerly with AIG.
Jose started his insurance career as an independent adjuster and then a account executive for Marsh in Peru, concentrating on the energy, property and engineering market segments. He then moved to New York where he managed and provided supervision on large complex energy claims worldwide with emphasis in Latin America first with AIG and then Liberty International. Jose speaks fluent Spanish and Portuguese and has a strong working knowledge of the Latin American insurance market.

Marisa is a highly respected insurance executive with over 35 years of specialized experience in commercial property claims, litigation, and large-loss oversight. As Senior Litigation Commercial Property Examiner for North America at Liberty Mutual Insurance, she plays a strategic leadership role in managing high-exposure, complex litigation matters across the organization’s commercial property portfolio. Her work includes oversight of global shared and layered programs, proprietary accounts, assumed reinsurance claims, and technically challenging loss types such as sinkhole, flood, hurricane, and other various catastrophic events.
Since joining Liberty Mutual in 2005, Marisa has been recognized for her depth of expertise, technical acumen, and ability to drive resolution in some of the most complex claim’s scenarios. She maintains all required General Adjuster licenses for Liberty Mutual, Ironshore, and Liberty Surplus, and frequently provides mentorship and guidance across the organization on matters of litigation strategy and technical best practices.
Prior to Liberty Mutual, Marisa held senior technical and leadership roles at both Nationwide Insurance and Travelers Insurance, where she led teams within the property lines of business.
Marisa holds a Bachelor of Science degree from the University of Maryland and has completed advanced industry designations, including AIC-33 and AIC-34. A recognized voice in the field, she regularly serves as a speaker and panelist at national industry conferences, including the Property & Liability Resource Bureau (PLRB) and other first-party claims seminars.
In addition to her corporate role, Marisa serves as Vice President of the Loss Executive Association (LEA), where she contributes to the advancement of claims leadership and industry education at a national level.

Brooke Shultz is a senior adjuster for FM out of their Washington Operation’s Philadelphia Branch, located in Malvern, Pennsylvania. Brooke is a registered professional claims adjuster in numerous states.
She began her insurance career in 1989 with Hartford Steam Boiler. Brooke then joined FM’s equipment breakdown operation, Mutual Boiler Re, in November 1997, spending 25 years with them in their Claims Department holding various positions including claims account executive, claims examiner, claims manager and claims technical specialist. In 2023, she transitioned to FM as a senior adjuster.
Brooke joined the Loss Executives Association in 2013 and became a member of their board of directors in January 2019.

Dominic is FM’s Global Catastrophe Claims Manager, responsible for managing Catastrophe Events worldwide. This involves assembling and managing a team of Staff Adjusters to assist clients’ recovery as quickly as possible and handle claims from these types of events. Prior to this role, Dominic utilized his over 30 years of insurance and claims experience, along with his Mechanical Engineering background, to adjust several large and complex industries including Forest Products, Chemical, Hospital, Power Generation, and Manufacturing property insurance claims in the U.S., Canada, and the Caribbean. He is also responsible for Vendor Management of the various consultants used by FM Global, oversight of claims in FM’s Central Division, and other corporate responsibilities.
Dominic assists with adjuster training for the company and presenting policy workshops.
He holds a Bachelor of Science in Mechanical Engineering from Southern Technical Institute, Marietta, GA, USA.
Dominic has been a LEA Member since 2012 and a dedicated Board Member since 2022, contributing to the organization’s educational programs, growth, and direction.
Outside of his professional career, Dominic serves his community through his membership with the ETA Omega Chapter of Omega Psi Phi Fraternity Inc. He also serves as the Chairman of the ETA Omega Foundation, which raises college scholarship funds for deserving high school male students.

Brian St. Jacques is an AVP of Severity Claims for AIG Energy and Engineered Risk Specialty Claim Unit based in Houston Texas. With more than 26 years of claim handling experience, Brian has an extensive and diverse background involving different lines of business and claims scenarios but has primarily focused on Energy property claims for the last 10 years. He has handled major losses involving coverage and valuation disputes, directed litigation claims, and other complex issues. Prior to joining AIG, Brian worked various roles, in marine and energy insurance and is a United States Navy Veteran.

David has been leading Allianz’s Natural Resources claims practice since 2014 with global responsibility for Power, Onshore Energy, Offshore Energy and Renewables claims.
David is a qualified Mining Engineer. He started his career working as a project engineer specializing in offshore production, construction and decommissioning, based in the UK and managing projects offshore Scandinavia, Africa and Europe. His first role in claims was as a Loss Adjuster in London, frequently travelling to Asia, Europe and Africa to adjust energy claims both offshore and onshore. He has been an Energy and Property Claims Manager handling some of the largest and most complex claims in the world for over 15 years.

Karl New serves as the Head of Property Claims U.S. for Munich Re America, overseeing both facultative and reinsurance property claims. His role encompasses managing loss accumulation, addressing outliers, and performing claims auditing and analysis for cedent companies. With extensive experience in claims consulting, Karl conducts operational reviews to assess technical quality and overall claims procedures, evaluates reserve adequacy, performs trend analysis studies, and manages litigation and expense control. He also leads workshops and training sessions for Munich Re, The Institute of Fire Science, and The Loss Executives Association, covering topics such as subrogation opportunities, interactions with Public Adjusters, and management of large property losses.
Before assuming his current position, Karl was Vice President at Munich Reinsurance America Services, where he specialized in large commercial property and engineering claims within the market layer arena. His career began at American Modern Insurance Group (AMIG), a Munich Re subsidiary, where he worked from Staff Adjuster to General Adjuster over fourteen years. There, he ensured the technical quality of numerous claims, trained and mentored staff, and participated in over 19 major catastrophic events, including Hurricane Katrina and Superstorm Sandy. Additionally, Karl was the primary contact for all arbitration cases.
Karl holds a BBA in Risk Management & Insurance with a minor in Finance from Temple University in Philadelphia. He has earned the AIC and SCLA designations and is currently NFIP-certified and licensed in 22 states.

Paul Carnovale is an Executive General Adjuster in the Property Claim Department at AEGIS Insurance Services, Inc. With a career spanning over three decades in the insurance industry, Paul has built an extensive background in managing first-party property claims. He holds a Bachelor of Arts degree from Kean University and has worked for several prominent firms, including Crawford & Co., Royal Insurance, AIG, Starr Technical Risks Agency and Chubb Insurance Co., where he gained a deep understanding of claims management and risk assessment.
Beyond his professional accomplishments, Paul is also committed to serving his community. He is an active firefighter with the Raritan Township Fire Company in Hunterdon, NJ, demonstrating his dedication to public safety and service.
Paul has been a dedicated Board Member of the LEA since 2017, contributing to the organization’s growth and direction. His wealth of experience in both the insurance sector and community service makes him a valued leader in his field.

Ray is Vice President of Property Claims at AIG and has been with the company since 1996. He currently manages the Major Loss Commercial Property claim group and also has a leadership role for Global Multinational Property claims handling. Specialized industry segments include Manufacturing, Real Estate, Communication Risks, Financial Institutions and Large Inland Marine. He has been involved in directing and managing large catastrophes along with the development of an earthquake response plan. Ray started his insurance career with Liberty Mutual and later managed the International Property Claim Division during a 6 year tenure at CNA / Continental Insurance Company and has over 35 years of first party property and multi-line claims experience. Ray is a graduate of Rutgers University and has been a Speaker/Panelist on numerous first party related seminars including the PLRB, LEA and RIMS.

Following 3 years at RSA on their graduate program, in January 2016, I joined Munich Re. I worked in the London Claims team, handling large first party claims from across the world, with a particular focus on the USA, Latin America and the Caribbean. I handled claims from significant global events, such as Hurricanes Irma, Maria and Harvey, the Californian Wildfires and the Peru floods in 2017. I also took part in various internal and external claims related initiatives. In February 2023, I relocated to Bogota with Munich Re and took on the role of Senior Claims Manager Property, South America. I handle large Facultative and Treaty Reinsurance claims from across South America and I regularly visit the local markets to visit clients, losses and other claims stakeholders. I also mentor and work closely with the more junior members of the team and manage significant Group Loss Exposures from Catastrophe events across the region
